The development of the culture of quality in higher education is one of the key indicators for an institution. Although the concept of the culture of quality is all-encompassing and contains generally accepted patterns of behaviour and operation of institutions, it is often very difficult to reach. Most often, the reasons for this are lack of teamwork on the level of the institution as a whole, different interpretation of authority and field of work, lack of engagement by the administration, or simply unclear definition of quality goals and indicators.
